Julia Schwartz-Leeper | CEO & President

Julia Schwartz-Leeper comes to Meals on Wheels of Rockland with several decades of experience leading community-based organizations and developing innovative programs and services for older adults and their caregivers. Most recently she was the Executive Director/CEO of Riverdale Senior Services, in NYC. Julia's leadership focus is on developing collaborations and innovations to better meet the needs of older adults living in the community. A graduate of Columbia University Graduate School of Social Work, Ms. Schwartz-Leeper has developed & coordinated several community programs with The Jewish Home including Enriched Housing and Independent Living projects. She has also worked for The New York United Hospital as Director of Community Affairs and directed a health prevention program for older adults which was implemented in hospitals in four boroughs, as well as Westchester County. Prior to joining RSS, she served as Interim Executive Director for the Port Chester Carver Center and also worked at The Osborn Extended Care Community. Ms. Schwartz-Leeper has served on many community boards including as Chairperson of BRICA (Bronx Interagency Council on Aging), Wainwright House Spiritual Center, and Chair of the Action Committee at LiveOn NY, an advocacy statewide umbrella group for services for older adults. She has also served on the NYP Hospital and Greenwich Hospital Advisory Committees. She completed the United Way Executive Leadership Training Program in 2008, Interim Executive Director Training in 2005 and Coaching Mindset in 2012. She has presented papers at conferences including the New York State Society on Aging and The National Society for Social Work Leadership. Julia is also a certified yoga instructor and teaches yoga and meditation classes.

Marion Elkins | Director of Finance

Marion Elkins joined the executive team at Meals on Wheels as Director of Finance in August 2014. In this capacity, she is responsible for managing the Agency's nearly $4 million budget which includes: preparation and analysis of the organization's income and expense statements; daily cash position; oversight of payroll and tax returns and the collection and management of all agency data. Marion and her team administer the funding from local, state and federal programs, in addition to contracted services and fundraising.

A life-long resident of Rockland, Marion has spent most of her career in public accounting. In public accounting, Marion spent several years managing audits for many not-for-profit organizations in the tri-state area. For the last three years Marion has tied in her financial background into the role of human resource manager in private industry.

Marilyn Zurlnick | Director of Human Resources

As Director of Human Resources for Meals on Wheels, Marilyn manages all employee benefits and payroll operations. She also directs the clerical staff and acts as the Executive Assistant to the President & CEO and Board of Directors of the Agency.

Sharon Martini | Director of Home Delivered Meals

Sharon runs the day-to-day operation for the Home Delivered Meal Program, Social Work and Transportation. She joined the Meals on Wheels team in May of 2013 as the Volunteer Coordinator. Sharon has achieved success in recruiting and retaining over 400 volunteers, and running special programs such as blizzard boxes and the Mutts and Meows Pet Pantry. Sharon's past administrative experience is in operations in the fields of home health care and corporate-level restaurant management with a Fortune 500 company. Sharon is also extremely active in the community and volunteers with the scouts, local schools, and other organizations.

Marianne Colucci RD, CDN | Director of Food Services & Nutrition

Marianne Colucci has worked for Meals on Wheels for more than twenty-five years. She is a Certified Dietitian-Nutritionist and a leader in the field of geriatric nutrition. As Director of Food Services & Nutrition, she is responsible for the complete operation of the Central Commissary. Marianne plans nutritionally balanced menus for all the programs along with the purchasing of food and supplies. She insures that the preparation and handling of food complies with county, state and federal sanitation codes. She also provides nutrition counseling and nutrition education to the Homebound, Adult Day Care of Rockland at the Bobbi Lewis Center, and Senior Center clients.

She is a member of the American Dietetic Association, Consultant Dietitians for Health Care Facilities, the Westchester Rockland Dietetic Association and Aging Services Dietitians of New York State.

Jean LaBosco | Director of Senior Programs

Jean LaBosco joined Meals on Wheels Programs & Services of Rockland, Inc. as the Community Outreach Coordinator in April, 2011. Today, Jean is responsible for managing our five senior activity centers and the Adult Day Program of Rockland at the Bobbi Lewis Center. Her focus will be to ensure that the centers are operating effectively, while promoting programs that provide for the health, safety and social well-being of its members. Jean's background is in human resources management and she has extensive experience in recruitment and training. She has worked for both a management consultant firm and a multi-national electronics company.

Diane Hill | Manager Adult Day Care at Bobbi Lewis

Diane joined Meals on Wheels in February 2015 as the Manager of the Adult Day Care of Rockland at the Bobbi Lewis Center. She is responsible for creating an array of stimulating cognitive, sensory and social activities for clients with various stages of Alzheimer's and dementia. Diane has a Master's degree in Public Administration and Gerontology from Long Island University and a Bachelor's degree in Health Science and Human Relations from Pace University as well as a strong clinical background. Diane brings a wealth of knowledge and experience from working directly with individuals and caregivers in the field of Alzheimer's and dementia. Her prior roles include executive director and operations/management for residential homes specifically for memory care.

Stephen Papas | Director of Development

Stephen grew up in Rockland County, and his passion for community service began early in high school when he would help feed the homeless with his church youth group and participate in other volunteer efforts. After graduating from University at Buffalo in 2007, Stephen began a fulfilling career in government working for a number of legislators, including Congresswoman Nita Lowey, Assemblywoman Ellen Jaffee, and State Senator David Carlucci. Stephen also ran David Fried's campaign for County Executive. Moving to the non-profit field, Stephen worked at the Legal Aid Society of Rockland County and now at Meals on Wheels. Stephen continues to help the Rockland Community through his work on the Board of Directors for VCS, TOUCH, and One to One Learning, as well as on the Planning Board for the Town of Clarkstown.

Maureen Nicolich | Community Outreach Coordinator

Maureen joined Meals on Wheels in September as a substitute homebound driver, giving her the to deliver meals to nearly all of our homebound clients over time. In May 2015, she transitioned into the role of Community Outreach Coordinator where she is responsible for educating the community about Meals on Wheels' programs and services. Maureen has a Bachelor's degree in psychology from Ramapo College of NJ. Before joining the staff of Meals on Wheels, she worked in childcare and in education, both as a teaching assistant for special needs students and as a substitute monitor and office clerk in area elementary schools.

Michelle Gebbia | Volunteer Coordinator
Lucy Plaza-Poppe | Transportation Coordinator

Lucy joined Meals On Wheels in 2019. She is responsible for developing, monitoring, coordinating and implementing the shuttle schedule between all of the six senior centers for optimum service and efficiency. She is also responsible for vehicle maintenance and ensure that all vehicles are in keeping with New York State DOT compliance in order insure the utmost safety and comfort to our older adults as well as our drivers.
